I would look at net correct recognition to see if the message was understood. I am a former market analyst I used to have to investigate media language in order to understand if a media campaign was successful in influencing its audience. Propaganda can be marketing, media spin, influence, manipulation, rumour mongering, using language to demonise parties in order to dominate the narrative and convince the public of a specific view as “right” or “doing the right thing”, “saving lives”, “in it together”, “be safe” and on and on it goes.
